Not available to US citizens.

Wording talks about PEOPLE not citizens.

Citizens are subject to jurisdiction of the government.
The government is subject to the people’s jurisdiction.

So you have a right to anything you say that you do as a PEOPLE
But as a citizen all you have is privileges chosen and granted by the government.

Citizen rights are “civil rights”
You are subject to the municipal law (city, state, country)
Meaning they grant you certain privileges, which may change, based on law.

As soon as you say, “I am a citizen of the United States. You are under their jurisdiction”.

I am not a citizen. I am a people.
